Unable to link new category builds in attribute blocks for uploaded code (local only)

mperron_minor-works-order-sor2021-170 (BROKEN).txt In the below image, I am trying to create a new category called "person" to replace all of the instances where I use the category "owner". If I replace the word "owner" with "person" directly in the one category block, it does not reproduce itself in the drop down list for all of the categories. If I create it separately and pull out a fresh attribute block (as shown in the image), I am still unable to find this new category, or any other ones for that matter.

This seems to be an issue specific to code uploaded locally. If I export my file and it onto dev.blawx.com, everything works fine.
