Prefer Save over Preview in narrow window widths

I find myself hitting Save a lot more than the Preview tool. It would be nice if—when that triplet of icons is truncated—Save is the one that survives. Does that mean moving it to the first position, or is there a mid-priority level we can assign. I can look into this.
