@jcsteh pointed me at the MIDI_Sort function. Interesting enough, when I execute MIDI_Sort after moving a cc with the cc movement actions, the cc's don't move at all.

@ScottChesworth, Just a heads up to ask whether you've been able to send this to the guys at cockos.

Fixing this is as simple as adding entries to POST_COMMAND_MESSAGES in reaper_osara.cpp. Even someone without programming knowledge should be able to to this, assuming the git workflow is somewhat familiar.
