Moderation notifications (Get notified when you've been banned, your post has been removed, etc)

Is your proposal related to a problem?
Currently, there are no notifications to your inbox when any moderation action is taken on you. These could include things like:
- You've been banned from a community.
- Your post / comment has been removed / restored.
- Your post has been stickied.
While it would be possible to add these to the inbox, we really need to first solve the SQL paging / filtering issue for multiple types: #2444
Otherwise we're multiplying the calls, rather than having a single unified one, that returns multiple types.

That was a duplicate issue of this one, there's no resolution yet for any of these. I'll be working notifications after #2444 is completed.
