Closing, as the cause relates to the missing C compiler (and/or use of an old pip, when the binary wheel is actually available on PyPI).
Wheels are available have been available for aarch64 for a while now. Still, they are not built using github workers.
Now in v3.16.0
Closing as this would indeed break backward compatibility. The recommendation of @Varbin is included as 3a8efd0ef1c03ca2b4e9207a3eba3c5a6fcdfcd7.

As mentioned in another ticker, there is currently no CI support available for testing for ARM-based Windows. Therefore, ARM/Windows-specific patches cannot be accepted. Hopefully, Microsoft/Github will add appropriate runners soon.
