Divine Dragon's Divine Cannon incorrectly targets all party members

Divine Dragon targets the main target for 2x damage then the character to the side of the main target for half of that damage. In SC it targets all characters regardless of this.

In retail in a party of Dart (Center)/Meru (Right)/Haschel (left) Divine Cannon will always attack Dart regardless because he will be the side character of Meru and Haschel. If Meru is the main target, Haschel will not get hit. If Haschel is the main target, Meru will not get hit.
