Controller support regression?

It seems after the rumble was enabled or the migrate to jamepad, my controller no longer works with SC at all. If I have the line from #1394 added to the database, SC will list in the log and in game that the controller is there, but SC does not seem to receive any input. Also if the line is not there SC does not see my controller. Previously I would have bad mapping with no line added, and perfect mapping with.
