Possible Retail Issue - Moveset Discrepancies

Sea Dragon, Hellena Warden, and Hellena Warden II all list a 3rd action in their moveset data which appear to not trigger in game. Unlike with Aqua King from issue #1521 these ones do not have a Do Nothing action, and instead use their other moves in place of the missing one.

For Sea Dragon, it's meant to use the 3rd attack 100% of the time at red health, but instead resorts to its yellow hp attack of Burn Out. For Hellena Warden, he's meant to use the 3rd attack 50% of the time at red health (the other 50% is Spark Net, which currently occurs 100% of the time). For Hellena Warden II, he's meant to use the 3rd attack 100% of the time at red health, but instead resorts to his yellow hp attack of Burn Out.
