Where you say "Point your domain to the public/ directory", this is where I missed that if you're using Apache (which is probably the most common case) then you need to have "AllowOverride All" within the <Directory> section. I don't quite know where that goes, but I suspect a lot of people will waste time working that out.
It's useful to highlight the test of trying https://serverip/index.php?install=true , and that it is an Overrride failure if the page is successfully displayed. (Although ideally there would be something more intuitive than a page displaying correctly indicating a fatal error, but I'm sure you can change that behaviour :-)
