Convert maps into submaps

Hi all - I made the mistake of creating a top-level map, only to discover it is also a submap of a higher-level map I want to show. If I "make submap" on the appropriate node in the higher-level map, the chooser only shows me other sub-maps- not the top-level map I want.

Any way to fix that?
