Update app.cfg for CherryPy 3.3. Fixes #1

This fixes #1. I've got it from [Walt W on the mailinglist](https://groups.google.com/d/msg/cherrypy-users/bSETdqxB--U/S9px_76UBqMJ). The problem is it's currently undocumented and I don't understand what it's doing.
