[Bug]: Can't join multiplayer game despite having the same mods installed

Bug Summary

I'm trying to join my friend's multiplayer game. He exported his modlist as a txt document but when i apply it it moves all the ingame mod manager mods to inactive, leaves the nexus ones active, and says Gifts of the Absolute: Branded Equipment isn't in the order despite it being installed and in the order. Despite reinstalling the mod I am still unable to join my friends. I even moved the mod to the 47 order to make sure. I don't know what's going on.
