Locking Barrels

A couple feature requests for barrels.

Some way to automate locking, maybe another tool or add to the Barrel Hammer setting of the 3 barrel options, "locked" "always display data" and "display bar"

The ability for locked empty barrels to prevent automated item input, but allow manual input. This is a feature in Storage Drawers and I believe it has been in other storage containers where you have the ability to add a lot of empty "locked" containers to your network and the automated system wouldn't fill them. When you decided you wanted a new item to be stored in a barrel, you would manually add an item to an empty locked barrel to set it to start accepting that item.
