[Admin] Deploy to GitHub from TeamCity

Like title says, it would helpful to automate this cumbersome process, it would also reduce the risk of a release screw up due to sloppy mistakes.

TeamCity supports building custom dialog for input, I'm hoping this is flexible enough that we can input versioning as arguments for instance
