Calculate multi-vote poll percentages better

Currently a poll option's value is displayed as a percentage of all "votes", e.g. if one poster votes for two option in a multi-vote poll each option will show "50%". We should use the number of distinct voters on a poll as opposed to the number of vote rows for the percentage calculation.
