Describe the feature
A while back, @MowFord had a PR Open to expand mobskill targeting logic. I think it got closed when Mowford decoupling/leaving from CEXI. Would be helpful if someone could revisit this functionality for upstream.

Some mobskills target other entities around them that may not only be the player.
Example: Floral Bouquet
- This skill puts players to sleep. If there are vermin ecosystem mobs nearby, it will force them to link with the Rafflesia mob to attack players.
There are also mobskill that will go off even if the primary target is out of range. Other entities still in range will still be hit by the skill once it goes off. Examples: Wyrm Touchdowns, Doll Self Destructs, Ruszor Conal AOE skills.
