🐛 RoE Completion - Item Rewards Message persist on repeated completions

After completing the initial RoE that provides an item as reward for the first completion, repeated completions still gives them message of obtaining the item.

Tested on RoE Conflict: Escha - Zi'Tah IV Conflict: Escha - Zi'Tah VI

Steps to reproduce

Completed RoE quests multiple times and received the same reward message, No reward was given but message is persistent.

This may be intentional, but need to verify on retail (Ru'Aun does reward every time)

for my documentation so I don't forget - if this is intentional then - a) the block not allowing multiple item rewards, we will need to look at if not intention then - a) the message not being blocked on additional item rewards need to be blocked.

I will see if I can get retail buddy to confirm which way Escha Zi'Tah swings in regards to this

confirmed from retail, the bead pouches from puks and silt pouches from dragons, will we require a capture?
