Implements the quest A Timely Visit.

• Adds enum for Medieval Collar
• Adds quest/sandoria/A_Timely_Visit
• Adds DefaultAction for QM1
• Adds ID's in Jugner Forest ID's
• Adds Immunities for Giollemitte_B_Feroun based on Capture
• Added ability for Giollemitte_B_Feroun to use Invincible as per capture.
• Adjsuted mob_groups
• Adjusted mob_pools
• Added Spell List (506) for Giollemitte_B_Feroun
• Adjusted spawn points for each based off above capture.

Steps to test these changes
