Added Reraise Desynth

Steps to test these changes

• Set my user to Goldsmithing 45 to ensure I could do the desynth
• Set my user to Goldsmithing 99 to test HQ1
• Added (many) reraise earrings to my inventory and desynthed to make sure NQ and HQ1 were happening
