🐛 [NPC] Patrol npcs teleport after finishing talking with them

Steps to reproduce
- talk to npc
- finish dialog
- npc will teleport a couple cms to next location before starting walking again
Expected behavior
- talk to npc
- finish dialog
- npc will walk as usual without tiny teleportation
NOTE: for some (not all tho) this is legitimately what retail does.
Example of legit teleport after talking: Chacharoon in mog garden
example of should not teleport after talking: all San d'Orian NPCs. All of them. Including the guy in the basement, Raminel in south sandy, and also not in sandy but the guy in Davio doesn't.
Seems like later in the game's life SE stopped caring about that or forgot how to make them sit still when a player was interacting with them.
@TeoTwawki haven't seen chacharoon in retail but i'll make sure to visit him/her/it on the next update so i can see what you mean and confirm that's whats being experience.
I made this bug because before last week's patrol update, the npcs after talking with them they were not experiencing this issue. (don't really wanna sound naggy i'm really happy they now stop for a bit on a specific location :D)
