🐛 BCNM40 Under Observation Party Limit Problem

Steps to reproduce

1. Form a party of 4 players
2. Obtain a sky orb
3. Travel all members to Horlais Peak BCNM entry area
4. Have all 4 members enter the BCNM (3 is supposed to be the limit)
5. Note that the 4th member goes into an empty battlefield - no players or mobs - and is given the BCNM entry prompt when they click the exit
6. Further, note that the 4th member is now stuck with an infinite battlefield status, making them unable to do certain things until removed by a GM (!deleffect 254)

Expected behavior

The 4th+ player(s) are barred from entry. Infinite battlefield status is not inflicted on any player.

this happens with other orb battles as well, and can even be tripped on the Maat solo fight
