Feature Request: Block Explorer Status

As a user, I want to check the testnet or mainnet block explorer to see if everything is online.

Use case 1 (offline): I need to send my friend TAU. Before signing in to my wallet, I can see on the block explorer that everything is offline.

Use case 2 (online): I need to send my friend TAU. Before signing in to my wallet, I can see on the block explorer that everything is online and I can feel safe and secure about making the transfer.
