Electron Bomb doesn't consume any CP or Overload

Describe the bug Electron Bomb does not use CP or Overload no matter how many times it is used, it will still gain xp and level you up normally.

To Reproduce Steps to reproduce the behavior:

1. Create a world and enter creative to give yourself a Meltdowner Induction Factor
2. Learn Electron Bomb after gaining the Meltdowner ability
3. Bind the ability and fire as much as you want, blocks or creatures make no difference.

Expected behavior As above, but with loss of CP and filling of the overload gauge.

• OS: Windows 10
• MC Version and Forge version: 14.23.5.2836-1.12.2]
• Version 1.1.2

Additional context I tried both with mods and with AC been the only mod on a new world, this instance did use the previous beta versions and I've tried deleting config data.
