[Idea] Editable Cooldown for skills.

It would probably be something akin to how much CP a skill costs, something you can edit in the mod's 'config' folder. (For example, I think that this is especially a must for shift teleport, since it's Cooldown is so large, I feel that it becomes inferior, but that's just me.)
