Pandemonium - Server config does not sync with client

Recently setup a server with 1.19.2 with Pandemonium and Requiem installed, with the ability to posses any mob set to true. I noticed that while I could posses any mob, my friends could not.

I determined that the issue was cause I also had the config locally set to true, but my friends hadn't touched it. Lmk anything you need me to provide - not sure what I can since there isn't any crash
