LibWeb: Add overflow-clip-margin-* properties

~~NOTE: This is a follow-up PR to #4565, taking care of the FIXME that it added.~~ ~~This should only be reviewed and merged once that one has been. (It will also look quite a bit smaller at that point)~~

The corner radius isn't quite right yet, but this gives us another couple WPT passes for these.
