Allow alarms and operator messages to be output as a dictionary.

Plain JSON arrays into Ignition are problematic to manage. Dictionaries are simpler, but side effects still exist (versus SpB).

  • [x] MTConnect
  • [ ] InfluxDb
  • [ ] SpB
