@jxn-30 do we want to upgrade to v9? If so I would assign this PR to myself. EDIT: do we know if all plugins we use are compatible? otherwise we might not be able to upgrade.

yes, we want to! If you manage to get a working flat config, feel free to propose that one.

I'm currently more or less waiting for https://github.com/vuejs/create-vue/issues/451 as I did not manage to produce a working flat config but hoping that this will help solving at least the issues I encountered with linting vue.
