Install MSCL for Python

I am having trouble using the MSCL in python. My main issue is that I normally install packages with pip, and I am unable to that here. Could you help me install the package? Any help would be greatly appreciated.

Unfortunately MSCL is not available via package managers like pip. Luckily, it's still pretty straightforward to download and use.
