[1.21.4] can't use a deleted combined imageframe in anyway

I would like to reuse a deleted imagemap, but right now I cannot do anything with the item.

I would like the options to:

  1. Reclaim a "empty map" item as the owner.
  2. Be able to use the combined imagemap as the owner to create a new imageframe.
