Describe your suggested feature
Able the user to control the download rate of chapters making them Slower and/or set the random factor of the added delay. Whatever speed limit the app or source has set i just want to make it slower and increase the randomness of the download rate of every single chapter. Random factor: something like this

Why
In my opinion the download speed is too much so i would like to make it slower so that the risk of ban for is lower. The random factor should help to make it more human i guess.
Other details
the seconds that can be added shoukd be in milliseconds.

This comes from the discord server of a particular source. Someone got somehow soft banned (5 minutes) for doing 15 requests in 62 seconds. For these kind of reasons it would be better to give users fast access to possible fix(or prevent it completely) instead of waiting for the source itself to be updated. A kind of self-protection on the user part.
