Exporting EPUB only outputs EPUB file without chapters

Steps to reproduce

1. Download chapters.
2. Make epub.
3. Open epub with external application.
   • comes out as empty epub, inspecting the file, you will see no chapters in toc

Expected behavior

There should be chapters when opening the file with external application.

Actual behavior

External application only shows an empty screen.
