feat: add initial Tagalog (tl_PH) translation

This PR introduces the initial Tagalog (tl_PH) translation for LMMS.

✅ Added tl_PH.ts under data/locale/.
✅ Translated key UI elements and messages to Tagalog.
✅ Ensured consistency with existing translations and LMMS terminology.

As an LMMS user, I wanted to contribute by improving accessibility for Filipino users.
Please let me know if there are any changes or improvements needed. Looking forward to your feedback!
