The upload-artifact@v3 action will be deprecated in June and no longer usable on November 30, so this PR updates our usage of it to v4.

This breaks old downloads, so I'll kindly ask @DomClark to coordinate both merges.

Fixed via https://github.com/LMMS/lmms.io/pull/376, which exposed a deployment issue with the website, but we're tracking that separately. Artifacts should be downloadable now thanks to @DomClark.
