VyNil: make effect stop makin noise when not playing in some editor

When you're not playing in the BnB, song editor or piano roll VyNil shouldn't make noise
Justification
Having noise be in the background when nothing is playing is really annoying, and although I can mute it having to mute/unmute everytime I wanna play something is annoying.

Actually, yes this is a duplicate of #4700 but #3170 is a separate issue.
There are quite a few plugins that are active and make some sound even though the project has stopped. Our own Flanger has a noise source and if you turn it up, once a project has started playing, the noise will continue even after stopping the pattern/song playback. Since I'm more used to live music in rehearsal rooms with a random flanger plugged into an amp, I rather expect this to happen but I do understand that this isn't ideal for all. I don't know what's the most common/expected way other DAW's do this.
