Provide pkg-config files

It would be nice if pkg-config files were installed to ease compiling programs/libraries using sundials on various systems.

I hope it's ok to ping this issue. Octave is one of the projects that no longer detects SUNDIALS automatically since it it being shipped without pkg-config files. It would be nice if they could be created again.

Edit: Oops. Never mind. I forgot to enable C++14. It would still be nice to have pkg-config file though...
