revisit tachyon (now alluxio)

Tachyon/Alluxio is now so much newer, I'm condensing all the older issues into one because each one individually is sort of meaningless now because tachyon support is so out of date.

there are many newer versions (issue #29) never added tests (issue #64) never added no local dir support never set java.io.tmpdir (issue #53) never supported local scratch (issue #31)
