Repeated tests on Windows fail

Running the test suite on Windows causes some tests (that have to do with IO) to fail. Recent failures include

97% tests passed, 3 tests failed out of 97

Total Test time (real) = 39.70 sec

The following tests FAILED: 53 - t_relay_io_handle_sidre (Failed) 72 - t_blueprint_mesh_relay (Failed) 96 - t_conduit_docs_relay_io_handle_examples (Failed)
