Our CI should exercise (MPI) shared memory

It would be good to enable MPI3 in one of our nightly CIs, e.g., either on TOSS or BLUEOS, as well as, in one of the Azure CI jobs.

We do have tests that exercise MPI-3 shared memory functionality to an extent and it would be good to ensure this functionality is regularly tested.

Issue #1058 will switch axom over from MPI-3 shared memory to Umpire's shared memory. In either event, we should have at least one CI job that exercises shared memory.
