Merge debian patches

I have looked over these patches. Many are related to autotools which I am in the midst of replacing with CMake. Some are compiler patches that I've encountered and fixed in other contexts already.

I will make a pass over these just before cutting a new release candidate to make sure nothing fell through the cracks.

I believe all issues cited were fixed in 4.12.0
