Add Tests to Perf Suite

1. Cover the full variety of different reducers in RAJA
2. Add a test that does one min reduction
3. Add a test that does one min-loc reduction
4. Add a test that uses 10 reducers (Currently, some tests with single reduction, one test with 3 int reducers but don't have tests with any more) -Start with App test
5. Cover greater variety of reduction types.
6. Add a test for zonal to nodal scattering with atomics
