[BUG]: GTKWave's file picker is hidden in the background in monocle mode

Describe the bug If you open GTKWave and the workspace is in monocle mode, then doing File --> Open New Tab puts the file picker in the background. I tried adding a float rule for the file picker based on the title and class but that seemed to have no effect. You can download GTKWave here using the gtkwave-3.3.100-bin-win64 download.

To Reproduce Steps to reproduce the behavior:

1. Launch GTKWave
2. Set the workspace to monocle mode
3. File --> Open New Tab launches file picker but it's hidden (in the background)

Expected behavior

File picker should float to the top.
