[DOC] Document feature requests that are out of scope in the README

Over the past year I've developed a better idea of what is and isn't in scope for this project. To spare users (and myself) from asking (and being asked) about the same things again and again, a prominent section at the top of the README should be added to detail feature requests that are considered out of scope for komorebi.
