Use ToT in HCalRecHitProducer & update the default HGCROC emulator conditions with testbeam data based info

• We should use ToT in HCalRecHitProducer
• We should update the HGCROC to match the testbeam data

Talking with @erik-wallin we agreed that this is similar, but not exactly the same

Started work on this in branch #iss1787

I'm fairly happy with the new default HCal conditons, and the reconstruction with TOT works fairly well in test beam analysis.

What remains is:

• [ ] Double check default noise condition.
• [ ] Verify that things are sensible also in the v14 geometry, not just the CERN prototype geometry.
• [ ] Make use of TOT in the HcalRecProducer, following the TB analysis recipe.
• [ ] Think about how to best store TOT calibration curve conditions.
