Installation docs update

Updating the README.rst to add more details to the installation process. Changes made:

  • Added a note about installing in anaconda
  • Added a note about a wheel building error unique to windows
  • Added a note about installing lcogt_logging separately in case database tools or anything related to logging needs to be used.
