Merging Tour mode choice PR #3745

• [ ] Allow for reading unique tour_id from activitysim plans
• [ ] Test with different inputs:
  • [ ] Fixed plans, no default modes
  • [ ] Destination choice enabled, no default modes
  • [ ] Fixed plans, fixed modes from activitysim
