CI stuckness - ChargingSpec

The test in ChargingSpec.scala sometimes gets stuck on CI, similar to how issue #3788 was discovered.

This test is also related to electric vehicles, but personal EVs instead of Automated RH Vehicles, so there might be the same issue, or something else entirely.
