Bug in scenario configuration: different time zones for gtfs agencies

There is a bug in the scenario in sf-bay in 'vta_v1_10pct' branch when few GTFS files contains time zone that does not match time zone from the map. Probably we need to throw an exception in case it happens unless it is not affecting anything in a simulation.
