Cleanup safety

The training and inference code in safety/ directory has been migrated to the blade2blade repository and the Open Assistant safety pipeline in the inference worker now operates via a dependency on blade2blade. This removes the outdated safety code from the OA repo while retaining a short summary and link to blade2blade.
