Review and submit button should be placed at different positions

Currently the review and submit button doesn't serve a real purpose since they're in the same position, so it's really often that the prompter would misclick twice on the button and realize later that they want to change their submissions. These buttons should be placed either at different positions or have a time delay before you're able to click on the submit button, or both.

FWIW I think the original person who suggested this in the suggestions channel said to further separate the Review and Skip buttons (rather than Review and Submit) to avoid situations like accidentally skipping after writing a reply. Not sure if we want both of these changes though
